STATUTE OF THE CROATIAN MEDICAL ASSOCIATION
Zagreb, March 10th, 1998
(final text, first part only!)

On the basis of Articles 11 and 37 of the Law on Non-Governmental Organisations (Official Gazette 70/97), the Croatian Medical Association adopted at its extraordinary Assembly held on December 13, 1997, the Statute of the Croatian Medical Association.  On the basis of Articles 11 and 37 of the Law on Non-Governmental Organisations (Official Gazette 70/97), the Croatian Medical Association adopted at its 106th Assembly, held on February 28, 1998, Statute on Changes and Amendments of the Statute of the Croatian Medical Association.

In accordance with the adopted Statute and the Statute on Changes and Amendments of the Statute the final text of the Statute of the Croatian Medical Association is proclaimed.

The final text of the Statute of the Croatian Medical Association comprises the Statute of the Croatian Medical Association adopted on December 13th 1997 and the Statute on Changes and Amendments of the Statute of Croatian Medical Association adopted on February 28th 1998.

I GENERAL REGULATIONS
Article 1
The Croatian Medical Association, founded on February 26, 1874, is an organisation of physicians who associate in order to promote the health protection of the citizens, professional and scientific practice, to foster medical ethics and to protect the interests of their profession.
Article 2
The title of the organisation is:
HRVATSKI LIJEČNIČKI ZBOR
CROATIAN MEDICAL ASSOCIATION.
The abbreviated title of the organisation is:
HLZ - CMA.
The seat of the organisation is in Zagreb, Šubićeva 9. 
Article 3
The Croatian Medical Association (in further text the CMA) was registered as an organisation on July 15th, 1997, according to the attestation of the Ministry of Justice of the Republic of Croatia Reg.: UP/I-007-02/97-01/419, No.:515-02-02/9-97-1, of October 8th, 1997.
The CMA is a legal entity.
For its obligations, the CMA is responsible with its entire property, in accordance with the law. 
Article 4
The CMA has a circular seal with 3 centimetres in diameter, with the drawing of the Ban Jelačić Square in Zagreb in the centre; the old Foundation Hospital is placed in the background, with the Jelačić monument in the centre. The seal reads: OSN. (i.e. founded) 1874 - at the bottom, and HRVATSKI LIJEČNIČKI ZBOR (Croatian Medical Association) - at the top.
Article 5
The CMA operates on the territory of the Republic of Croatia.
CMA activities are being carried through its branches and professional societies.
Article 6
Voting for all elected offices of the bodies of the CMA, its branches and professional societies is secret. 

II REPRESENTATION
Article 7
The President of the CMA represents and acts on behalf of the CMA. 

III GOALS AND ACTIVITIES
Article 8
The goals of the CMA are to promote professional and scientific work of physicians, improve health protection of the citizens and to protect interests of the profession and foster medical ethics.
Article 9
The activities of the CMA are:
    1. Professional and scientific improvement;
    2. Advancement of research and scientific work, in collaboration with the Croatian Academy of Medical Sciences and other scientific organisations, institutions and societies;
    3. Advancement of medical education by means of collaboration with faculties of medicine and stomatology, and organisations of students of medicine and stomatology;
    4. Fostering of medical ethics, respect of the code of ethics and medical deontology, elaboration of new ethical principles and respect of general moral and human principles;
    5. Advancement of public health and protection of the environment:
    •  improvements of public health culture by means of lectures, organisation of days and weeks dedicated to health care, publication of popular books and papers and disseminating information through public media;
    • participation of the CMA members in administrative and executive bodies of the health service;
    • providing opinions and expertise on bills and acts concerning the organisation of health protection and service, as well as those concerning other issues related to public health;
    6. Publishing: “Liječnički vjesnik” (Medical Journal), “Liječničke novine” (Medical Gazette) and Acta Stomatologica Croatica; 
    7. Encouragement of social, cultural, musical and sports activities of the CMA members;
    8. Co-operation with other medical and related associations in the country and abroad;
    9. Care for promotion of social and economic status of physicians and protection of the CMA members in all cases of unjust and unlawful treatment jeopardising their honour and material interests;
    10. The CMA may, in accordance with relevant laws, undertake economic activities with a view of realising its goals.

IV TRANSPARENCY OF WORK
Article 10
Activities of the CMA are public and transparent.
The CMA is informing its members of its activities through the “Liječničke novine”, “Liječnički vjesnik”, “Hrvatski stomatološki vijesnik” and “Acta Stomatologica Croatica”, as well as, according to the needs, through other means of information.
The principle of transparency in the work of the CMA is being realised through public activities of the bodies of the CMA.
In exceptional cases, heads of respective CMA bodies may decide that various issues be dealt with internally. This can only be the case when honour of the profession or individual CMA member is at stake, when the issues bear specific interest for the CMA, or when various ethical issues are being discussed.
Activities of the CMA and its bodies are subject to critical overview and evaluation of members.

V MEMBERSHIP AND MEMBERSHIP FEES
1 MEMBERSHIP
Article 11
CMA members are medical doctors and dentists (in further text: physicians) who live and work at home and abroad.
Individuals from other professions with a university degree who work in health institutions (state, county of private ones) and co-operate within professional societies or branches can also become CMA members. 
Article 12
CMA membership can be regular, associated and honorary. 
Only medical doctors and dentists can become regular members (members). 
Associated members are experts with university degree who are not physicians, and may be from the country or from abroad, who work in the health service or who are medical scientists. 
CMA members, other health service workers and scientists, and citizens of the Republic of Croatia or foreigners, who have particularly contributed to the activities of the CMA or to the advancement of medical science and profession can become honorary members of the CMA.
Article 13
Regular members are elected in branches that inform the General Council about it. 
The CMA acceptance procedure is being carried through by completing the application form. The Executive Council of respective branch considers the application form and decides on acceptance.
Associate members are elected by professional societies or by branches. The General Council of the CMA is being informed about it. 
Honorary members are elected by the CMA Assembly, following a motion put forward by the General Council and the Committee for Awards, based on elaborated proposal. 
Article 14
The rights and duties of the CMA members are:
1. to adhere to principles of medical ethics and not to jeopardise honour of the CMA and medical profession by improper conduct;
2. to enhance and improve their knowledge;
3. to publish their on scientific and research work in publications of the CMA;
4. to elect CMA bodies;
5. to submit proposals and comments on the activities of the CMA and its bodies;
6. to lodge complaints and remarks in cases foreseen by this Statute;
7. regular members have the right to be elected in executive bodies of the CMA, its branches and professional societies;
8. to effectuate decisions of the CMA bodies;
9. to revere and protect interests of the CMA as a whole, as well as those of its individual members;
10. to pay membership fees regularly;
11. to pay diminished registration fees for professional and scientific conferences organised by the CMA, its branches or professional societies;
12. associated members have all rights and duties as those of regular members, with the exception that they cannot be elected for the offices of president, vice-president or  member of the Court of Honour of the CMA, its branches, professional societies and sections. 
Article 15
The membership in the CMA expires:
1. when a member wishes so or passes away;
2. when a member has not paid membership fee for a year and has ignored a letter of warning;
3. following the decision of a branch Assembly based on the ruling of its Court of Honour, due to the breaching of the Code of ethics or other stipulations of the Statute;
4. following the ruling of the Court of Honour of the CMA.
Decision of a branch under (2) is liable to confirmation of the General Council, while decision under (3) is liable to confirmation of the Court of Honour of the CMA.
The decision of the Court of Honour is irrevocable and it is to be executed.
2 MEMBERSHIP FEE
Article 16
The Assembly of the CMA decides on the amount of the annual membership fee.
Of the established membership fee from para 1 of this Article, CMA can dispose of 75%, while the branches dispose of 25%.
Modes of payment and distribution of membership fees and other financial issues are regulated by the Internal Act on Financial and Material Operations.

Article 17
Organisational bodies of the CMA are branches, professional societies, sections and clubs.
Article 18
Bodies of the CMA are:
1. Assembly;
2. President;
3. General Council;
4. Executive Council;
5. Commissions of the CMA;
6. Supervisory Council;
7. Court of Honour;
8. Expert Council.


Bodies of the branches of the CMA are:

1. Assembly;
2. President;
3. Executive Council;
4. Supervisory Council;
5. Court of Honour.


Bodies of the professional societies of the CMA are:

1. Assembly;
2. President;
3. Executive Council.


Within the CMA, the following branches have been established and are active:
